Todd Tennis
President, Partner
After graduating from the University of Michigan with a degree in Political Science, Todd began his career in state government in 1993 as a staffer in a State Senate office. He joined Capitol Services in 1995 as an associate and was named a partner in 2005. Todd has spearheaded a number of policy issues for Capitol Services clients in areas ranging from utility regulation and professional licensing to labor law and civil law. Todd also has extensive experience with the state budget process, having advocated successfully for a variety of programs benefiting vulnerable adults and youth. Todd has also become one of Lansing's leading experts on retirement and pensions, something he has grown increasingly interested in as he gets older himself.
Todd was honored by the Negligence Law Section of the State Bar of Michigan with a Distinguished Service Award in 2021. He also shared a Pollie Award given in 2013 by the American Association of Political Consultants for work on a grassroots campaign to defend public pensions.
In addition to his work at Capitol Services, Todd also serves as an Ingham County Commissioner after first being elected in 2006. He is a member of the Potter Park Zoo Board, the Ingham Health Center Board, the Mid-State Health Network Substance Use Advisory Board, the Communities in Schools-Michigan Board, and the Ingham County Racial Equity Task Force.
Jean Doss
Partner
Jean has 30 years of experience as a governmental affairs consultant, specializing in appropriations, health policy, human services, occupational regulation, and advocacy & leadership training. Born and raised in Michigan, Jean graduated from the University of Michigan in 1983. After working for three years at Michigan State University – Department of Medicine, she developed a chronic case of divided collegiate loyalties. Jean also lived in Nevada, starting as a VISTA volunteer, followed by positions with the Committee to Aid Abused Women, and the State Attorney General of Nevada – Consumer Advocate of Customers of Public Utilities.
Jean is the recipient of the 2018 Michigan Downtown Association Champion of the Year Award, the 2015 American Society for Clinical Laboratory Science – Board of Directors’ Award, Michigan Association of School Nurses 2014 Distinguished Service Award, and the 2005 Apple Blossom Award – Michigan Coalition Against Domestic and Sexual Violence.
Ben Bodkin

Ben joined the firm in 2014 and brought over fifteen years of political, legislative and lobbying experience. Previously, Ben was chief lobbyist for the Michigan Association of Counties (MAC), a large statewide association, and has experience on a number of appropriations, local government, technology, law enforcement, and health and human services issues. He spent nine years in government affairs at MAC and nearly seven years in both houses of the legislature.
Ben was named Partner at Capitol Services, Inc. in 2016. While at MAC, Ben was named one of the "most effective corporate/association lobbyists" in a survey of Lansing insiders conducted by MIRS News. Ben holds a BA in History from Hillsdale College, and has served on Hillsdale College's Alumni Board. Ben and his wife, Emily, have a daughter, Katherine and two sons, Samuel and Peter.
Noah Smith
Partner
Noah brings the Capitol Services team extensive legislative experience in criminal justice, behavioral health, judiciary, schools, and appropriations. He has been named among the most effective multi-client lobbyists in Lansing by MIRS News.
Noah also brings years of executive experience, having served as Area Executive Director for the American Cancer Society Capital Area Service Center. He holds a degree from Grand Valley State University and served for eight years in the U.S. Marines.
In his free time, he hikes, camps, enjoys board games and sci-fi novels, and announces youth football games and varsity swim meets. He lives in DeWitt with his wife Jennifer and three sons Isaac, Jacob, and Dominic.
Stephanie Glidden
Associate Lobbyist
Stephanie Glidden has over a decade of experience in public policy, legislative and electoral advocacy, communications, and government operations. Stephanie has served in key staff roles in both the Michigan Senate and House and has served in multiple executive leadership roles for the Michigan Department of Labor and Economic Opportunity.
Prior to serving at the State, Stephanie was the Director of Legislative Affairs at the Michigan AFL-CIO and has managed strategy and tactics for numerous political campaigns across Michigan. She has broad experience in employment and labor law, unemployment insurance, public benefits, retirement, workforce and economic development, talent and place making, manufacturing, labor market economics and data analysis, environmental and natural resource policy.
Glidden is a graduate of Central Michigan University where she earned a Bachelor of Science degree in Environmental Policy, Political Science, and Leadership. She lives in Lansing with her husband, Mitch Albers.
Cara Marie Dobie
Director of Operations & Partner
Cara joined Capitol Services, Inc., in 2003 where she has since served clients through state legislative monitoring, association management & direct nonprofit support. Her specialties include: political action committee (PAC) consultant, campaign finance disclosure, lobby financial disclosure & association management for the firm.
Cara graduated from Central Michigan University in 2003, where she earned a Bachelor of Science degree in journalism with a concentration in public relations & a political science minor. While attending CMU, she was a member of the Public Relations Student Society of America & volunteered with the Mount Pleasant Police Department. In November 2008, she was elected as a Delta Township Trustee. During her four- year term, she served on the Utilities, Public Safety & Elections Committees. Cara resides in Grand Ledge with her husband Justin & their daughter.
Courtney VanCamp
Director of Client Communications & Outreach
Courtney assists Capitol Services clients with legislative tracking, scheduling, and communications. She also manages Capitol Services, Inc.’s social media accounts, monitors statewide media coverage of client issues, and assists the five lobbyists in scheduling and managing numerous tasks. Courtney also helps to coordinate any special events that clients wish to hold here in Lansing.
Courtney has previous experience working in the Michigan State Senate for five years. She graduated from Eastern University in Pennsylvania in 2011 with a Bachelor of Science degree in Political Science. She lives in Holt with her husband and two dogs.
