Todd has been with Capitol Services since 1995. His areas of focus include civil law, labor, public utilities, retirement, education, childcare, consumer protection, tax policy, public benefits and poverty law. He also conducts legislative training and consulting sessions, provides articles and data for client publications, and engages in the firm’s direct lobbying activities.
Todd serves as an Ingham County commissioner. He has a degree from the University of Michigan.
Noah brings the Capitol Services team extensive legislative experience in health care, criminal justice, judiciary, behavioral health, insurance and appropriations. He has been named among the most effective multi-client lobbyists in Lansing by MIRS News.
Noah has years of executive experience, having served as Area Executive Director for the American Cancer Society Capital Area Service Center. He holds a degree from Grand Valley State University and is a former U.S. Marine.
Jean has more than 24 years of experience as a governmental affairs consultant. Her specialties include appropriations, health policy, human services, education, environment, food policy, occupational regulation, advocacy & leadership training.
Jean’s dynamic, award-winning career includes past work as an advocate for public utility consumers, violence victims, and women’s rights. She holds a degree from the University of Michigan.
Cara Marie Dobie
Partner & Director of Operations
Cara serves Capitol Services clients through state legislative monitoring, association management and direct nonprofit support. Her specialties include: political action committee (PAC) management, campaign finance, lobby financial disclosure and association management.
Cara has served as a Delta Township Trustee. She holds a B.S. from Central Michigan University.
Ben joined Capitol Services in 2014, bringing more than 15 years of political, legislative and lobbying experience from his previous work with the Michigan Association of Counties and the Michigan Legislature. He specializes in local government, technology, law enforcement, health care, behavioral health, appropriations, and political issues.
Ben has been named one of the most effective corporate/association lobbyists in a survey of Lansing insiders conducted by MIRS News. He has a degree from Hillsdale College.
Courtney assists Capitol Services clients with legislative tracking, research, and communications. She also manages Capitol Services, Inc.’s social media accounts, monitors statewide media coverage of client issues, and compiles legislative reports, newsletters, and policy updates.
Courtney has previous experience working in the Michigan State Senate for the past five years. She graduated from Eastern University in Pennsylvania in 2011 with a Bachelor of Science degree in Political Science.
